Under the Oslo Agreement of 1993 the West Bank was divided into Areas A, B and C according to the governing authority of each. The agreement was expected to end in 1998 when Israeli forces were supposed to withdraw from the occupied Palestinian territories (oPt). The agreement has never been implemented but the geographical divisions remain. Most Palestinians consider Oslo to have been a disaster for them. You can find out more here Know Your ABC
